COMMON COUNCIL PROCEEDINGS.

Council Chamber,

Eau Claire July 5th, 1882.

Regular meeting; present; Alds. Babb, Bartlett, Buffington, Davis, Frawley, Grinsell, Harmison, McDonough, McGrath, Shaw, Smith, Thomas, Wescott—13.

In absence of the Mayor, Ald. McDonough occupied the chair.

 

REPORT OF CITY OFFICERS.

 

The report of Judge Larson for the quarter ending June 30, 1882 was presented, read and referred to general file.

The city clerk's detailed report of the receipts and expenditures of the city of Eau Claire for the official year of 1881 was submitted, referred to committee on finance and claims, and on motion

was ordered printed as proceedings.

The city clerk reported but one bid as yet for the printing 400 copies of the city charter had been received and knew of others that were coming in and on his request the time for receiving bids was extended until the next regular meeting.

 

REPORT OF STANDING COMMITTEES.

 

The committee on judiciary to whom was referred the matter of Bradley Bros, reported the petition of said Bradley Bros., back to the common council with recommendation that the prayer of the petitioner be refused for the reason that the said petitioners heretofore commenced an action against the city of Eau Claire in contravention of section 23 chapter 7 of chapter 16 private and local laws of 1872 for the recovery of the same tax, which action is now pending in the court and has not been decided.

The committee on finance and claims reported back claims 7601 to 7605 inclusive and claims 7626, 7627 with recommendation that the same be allowed as charged; Referred to general file.

The committee on fire and water reported back claims 7560, 7569, 7608 with recommendation that they be allowed as charged. Referred to general file.

The same committee also reported in favor of granting the Woman's Christian Temperance Union the privilege of putting in pumps as per resolution introduced at previous meeting, on certain corners of the streets of Eau Claire. Referred to general file.

The committee on health and poor reported back claims 7610 to 7617 inclusive 7619 to 7621 inclusive and 7628 to 7630 inclusive and 7628 to 7630 inclusive with recommendation that they be allowed as charged. Referred to general file.

The committee on ordinances reported one ordinance for the construction of a sidewalk along the north side of Niagara street which was referred to general file.

They also reported back the ordinance making and establishing public pounds, drawn, by the city attorney, with recommendation, that the same be adopted. Rules were suspended and immediate action taken upon the same. The ordinance called for two pounds to be located by committee on city property. It was amended so as to make three pounds, one to be

located in the first or eighth ward, one in the second or third, and one in the fourth, fifth, sixth or seventh wards, and placing it in the hands of the committee on cemeteries and parks. The ordinance as amended was passed by a unanimous vote of the members present.

They also reported back the ordinance for the construction of a sidewalk along the east line of block No. 4 in Babcock, Bellinger & Mappas addition to Eau Claire, with recommendation that it do pass. Referred to general file.

The same committee to whom was referred the resolution allowing the Schuetzenverein to establish a shooting park at or near Mount Simon within the city limits with recommendation that the same be adopted. Referred to general file.

The committee on city property reported back claims 7624 with recommendation that it be allowed as charged.

The committee on licenses reported on petition of Dillon & Brackett and others in regard to removal of shooting gallery on Bridge street, in favor of the prayer of the petitioners being granted. Referred to general file.

The committee on cemeteries and parks reported back claims 7508, 7509 and 7574 with the recommendation that the same be allowed as charged. Referred to general file.

At this point the mayor arrived and took his seat.

The following resolution was introduced by Ald. Bartlett.

Resolved, That the directors of the city library be and they are hereby authorized to lease a building or room for the use and accommodation of the city library, for a term not to exceed five years.

The following claims were then presented, read and referred to the several following committees.

Claim 7661 to 7664 inclusive and 7674 inclusive to committee on health and poor.

Claim 7565 to committee on judiciary.

 

REPORTS OF SPECIAL COMMITTEES.

 

The committee to whom was referred the petition of Dillion & Brackett and others asking for the raising of sidewalk on Bride street along the north side of lot 26, block 2 in Cnapman & Thorp's 2d addition to Eau Claire, reported that at any time the property holders are ready to take up the sidewalk and relay it at their own expense, the street commissioner be and he is hereby directed to put said sidewalk on grade, Referred to general file.

The committee to whom was referred the petition of J. Bletcher and others for the preventing of a construction of a stairway in the alley through block 3 Chapman & Thorp's 2d addition reported in favor of granting the prayer of petitioner and authorizing the street commissioner to remove any obstruction in said alley. Referred to general file.

The committee to whom was referred the petition of H. Harstad and others asking for sidewalk on east side of Bellinger street from Randall to Platt streets reported recommending that the prayer of the petitioners be granted. Referred to general file.

The committee to whom was referred the petition of N. D. Coon asking permission to construct and maintain a stairway into the basement of his building on the corner of Water street and fourth avenue avenue, at the southeast corner of said building on fourth avenue reported the same back with recommendation that the prayer of petitioner be granted. Referred to general file.

The ordinance for construction of a sidewalk on Hobart and Elm streets in front of the block 38, H. M. G. & M's. addition to city of Eau Claire, was adopted and passed.

The consideration of the proposition from the gas company for lighting the city was postponed until further report was made by the committee on lighting the city.

By Ald. Bartlett—

That the mayor be and he is hereby authorized to borrow for and in the name of the city, the sum of $10,000, or so much thereof as may be required for the use of the city, to be placed to the credit of the general fund, and for this purpose the clerk and mayor are hereby authorized to issue city orders or other evidence of indebtedness therefor as they may deem proper, and that the poor fund or so much thereof as the mayor may deem necessary, be transferred to the general fund.

The rules were suspended and the resolution adopted by a full vote of the thirteen members present.

By Ald. Frawley—

That the city surveyor be and he is hereby instructed and directed to make a plat of the street adjoining the platform of the Chicago, St. Paul, Minneapolis & Omaha railway company under the direction of the chairman of the committee on streets, with a view of establishing fixed stands for the divers regular busses, hacks, express and baggage wagons.            

Also by Ald. Frawley—     

That the city attorney be and he is hereby instructed and directed to draft an ordinance, and submit to the council at its next meeting providing for establishing fixed stands for regular busses, hacks, express and baggage wagons doing business at the Chicago, St. Paul Minneapolis & Omaha railway company's depot. Both resolutions were considered and adopted by a full vote of the members present.

By Ald. Bartlett--

That the time for taking up and removing the Barstow street branch of its line by the Eau Claire street railway company be and the same is hereby extended thirty days. The resolution was considered and adopted.

The report of the committee on fire and water in regard to the Woman's Christian Temperance Union being allowed to put in pumps on the corners of certain streets considered by special request, and the report was adopted.

On motion the council adjourned.
