MADISON - Appointment of Frank L. Nikolay, 29, Abbotsford, as assistant United States attorney was announced Friday. He succeeds Carlisle Runge, who resigned. 
 

United States Attorney Thomas E. Fairchild said Nikolay would begin work in Madison Jan. 21. He has been district counsel for the OPS at Green Bay since March, 1951, prior to which time he maintained a law practice in Abbotsford, Wis. He is a member of the Abbotsford-Medford firm of Nikolay, Jensen & Nikolay. 
 

A graduate of the University of Wisconsin Law School, Nikolay served in the United States army in 1940 and 1941 and in the Navy from 1943 to 1946.
