He was raised on the family farm and received his education in the Loyal area, graduating from Loyal High School in 1948. Paul started Paul Bugar trucking, hauling canned milk for area farmers and vegetables for the Loyal Cannery. He was drafted into the U.S. Army on Oct. 23, 1952, and served overseas in Germany until his discharge on Sept. 28, 1954. During his military service, Paul's brother, Don, operated his trucking business.

On Oct. 11, 1958, Paul was united in marriage to Ceceilia Rueth at St. Anthony's Catholic Church. He expanded his trucking business into hauling sand, gravel, logging, aglime and sludge. His wife, Ceceilia, died on Jan. 19, 1971. In 1972, he formed Bugar Brothers Construction with his brother, Leo, and started a gravel crushing business. Paul was united in marriage to Barbara (nee Lawrence) Brostowitz in May 4, 1974, at St. Joseph's Catholic Church in Vesper. In 1992 Paul stepped aside and continued to work with his children in the business. Paul and Barbara continued to live in Loyal until the time of his death.

Paul was a member of St. Anthony's Catholic Church and a member of the Knights of Columbus, Our Lady of Fatima Council 4963. He had many interests but especially loved spending time with his family, politics and heavy equipment auctions.
