Jim was born January 18, 1928, the son of Patrick J. and Frances A. (Foster) Riley in Owen. He graduated from Owen High School and went on to serve his country in the US Army during WWII in the Philippines and Okinawa. He returned home and worked on a dairy farm from 1951 until 1962. In 1961 Jim got a job as a Rural Carrier for the Owen Post Office where he worked until 1988. On June 17, 1972 James was united in marriage to the love of his life Margaret Raymond at Holy Rosary Church in Owen.

He was a lifelong member of Holy Rosary Catholic Church in Owen and served on the Parish Council for many years. He was very active in his community serving two terms on the Owen City Council. Jim was also a past Chief and member of the Owen Volunteer Fire Department and Ambulance, member and past president of NARFE and a very active life member of the Owen American Legion Post #123.

In his spare time he enjoyed bowling, hunting, playing cards and fishing. He especially enjoyed his years with his golfing league. Those that knew him best will miss his kind heart, his sense of humor, and his willingness to help those in need.
